With reference to our telephone conversation
this morning I enclose for your information copy of a minute
by the Legal Adviser on the point raised in Paragraph 3 of
Rogers' telegram of August 28th, namely, removal of Head
Offices of Chinese Government banks to Hongkong, assuming
that to be what is contemplated. The political implications
of such a removal have not yet been examined and it may be
better to wait until some clarification of Paragraph 3 is
received before doing so. An extra copy of the minute is
enclosed in case you are communicating with the Colonial Office.
